Payoneer in India: Fees, Withdrawals and FIRA

24 October 2026·7 min read

A US marketplace client says they will pay you through Payoneer, and you have never opened an account. You sign up, upload your documents, and then wonder what the withdrawal will cost, how long it takes, and whether the bank will ask for a code you never picked. The answers matter before you sign up, because the fee and the code on your FIRA both show up after the first payout.

Payoneer in India is a platform that gives you receiving accounts in foreign currencies, so clients and marketplaces can pay you as if you had a local account abroad, and then lets you withdraw the money to your Indian bank account or an EEFC account. Fees come in layers: a receiving fee on some account types, a withdrawal fee that varies, and an annual fee in some cases. This post walks through the money flow, the published fees, the FIRA paperwork and the mistakes to avoid. For how it stacks up against other options, see the comparison of Wise, Payoneer and PayPal for Indian freelancers.

How Payoneer works for Indian freelancers

Money moves in two steps. First, your client or marketplace pays into a Payoneer receiving account in your name, in a currency such as US dollars. Second, you withdraw that balance to an Indian bank account or an EEFC account. Payoneer sits in the middle, and the fees, the exchange rate and the paperwork all come from one of those two steps.

Payoneer says it issues a foreign inward remittance advice (FIRA) for each inward remittance, working with its Authorised Dealer banking partners. That is the document your bank and your CA will ask for later. The broader picture of paying in from abroad, including bank wires, is in the guide to international payments for Indian freelancers.

Getting set up with KYC and receiving accounts

You apply on Payoneer, submit identity and business details for verification, and then request receiving accounts for the currencies your clients pay in. Payoneer decides how long verification takes, so apply before you need the money, not on the day an invoice is due. Use the same name and details that appear on your invoices and your bank account.

Payoneer says its receiving accounts work for both clients and marketplaces, so a client who is not on a marketplace can pay into the receiving account details you share. Whichever route you use, send an invoice for every payment so you have a document that matches the money.

What Payoneer costs: receiving, withdrawal and annual fee

Payoneer's global pricing page lists a 1 percent fee, with a minimum of $1, for receiving into a non-local-currency receiving account, and says local-currency receiving accounts are free. It lists withdrawal to a bank at 1.2 percent to 4 percent, with a minimum fee of up to $20 in some countries. Balance-to-balance conversion is listed at 0.50 percent, and a $29.95 annual fee applies only if the account receives under $6,000 in any 12 consecutive months.

The pricing page does not list a single figure for India, and it says fees vary by sender, recipient and country. So do not trust any blog that quotes one India withdrawal percentage, this one included. Your own account shows the fee before you confirm a withdrawal, and that screen is the number that counts.

Withdrawing to your Indian bank or EEFC account

You withdraw to an Indian bank account or to an EEFC account, and Payoneer's India guide says funds typically arrive within 24 hours. Allow longer than that, because timing depends on the bank and on the checks around the payment. Do not schedule a rent payment for the same afternoon.

The exchange rate is where a hidden cost can sit, so check it yourself. Look up the mid-market rate for the day, compare it with the rate shown in your withdrawal screen, and treat the gap as part of the cost on top of the fee. On a $1,000 withdrawal, the published 1.2 percent to 4 percent range works out to $12 to $40 on percentage alone, and the page also lists a minimum fee of up to $20 in some countries. Your account shows the real India figure before you confirm, and any rate gap comes on top. If you want to keep dollars for a while, the guide to an EEFC account for freelancers explains the rules, including the conversion window.

FIRA and purpose codes: P0802 versus P0807

FIRA is the inward remittance advice Payoneer says it issues with its bank partners, and Payoneer's India guide says a purpose-code mismatch can delay it. For software work, P0802 and P0807 differ by whether a SOFTEX filing is involved, and the code on the FIRA should match what you actually invoiced.

A software subscription does not have one code every bank agrees on, so do not copy a code from a forum thread. Open the FIRA for each payment and read the purpose code against your invoice. If they do not match, ask Payoneer support and your CA before the mismatch costs you time. The walkthrough of purpose codes on inward remittances explains P0802 and P0807 in detail.

FIRA and FIRC are different documents, and neither one arrives on a fixed schedule you can plan around. If your GST refund or your bank asks for one, the guide to FIRC versus FIRA explains which is which. Do not assume an eBRC or FIRC comes automatically. Ask your bank.

What the RBI in-principle approval does and does not mean

Payoneer India Private Limited received in-principle authorisation from the Reserve Bank of India as a cross-border Payment Aggregator on 22 January 2026, according to Payoneer's own press release. In-principle is a step toward authorisation, not the final licence, so check Payoneer's website for the current status. It does not change how your income or export invoices are taxed, and the Wise, Payoneer and PayPal comparison shows where each platform stands.

Mistakes to avoid with Payoneer

The costliest mistake is a wrong or mismatched purpose code, because it can delay the FIRA you may need later. Check the purpose code on every FIRA against the invoice it settles, and ask Payoneer support to correct a mismatch straight away. Withdrawing without an invoice trail is nearly as bad. If a payment arrives and you cannot show which invoice it settles, your CA and your bank have nothing to match it with.

Skipping the rate check is the quiet one. A withdrawal screen that shows a fee but hides a weak rate still costs you money, so compare against the mid-market rate each time. And the annual fee catches people out: the $29.95 fee applies only if the account receives under $6,000 in any 12 consecutive months, so a quiet year can trigger it. Read the Fees section of your account, since it is the live source.

Where Rinto fits

The friction in this post is the paper trail: an invoice in the client's currency, a payment that lands weeks later, and no easy way to see which clients still owe you. Rinto lets you set the currency on each invoice, so an international client is billed in their own currency, and you can mark invoices paid and see which are overdue at a glance. Rinto does not process payments and does not connect to Payoneer. You still receive money through Payoneer or your bank and mark the invoice paid yourself. The guide to invoicing international clients from India covers the invoice itself.

This post is general information, not financial or tax advice. Check Payoneer's live pages, your bank and your CA for your own case.

Frequently Asked Questions

Is Payoneer legal in India?

Yes, you can receive money through Payoneer in India and withdraw it to an Indian bank or EEFC account. Payoneer India Private Limited got in-principle RBI authorisation as a cross-border Payment Aggregator on 22 January 2026, which is a step before final authorisation. Check Payoneer's website for the current status. Payoneer also says it issues a FIRA for inward remittances with its Authorised Dealer banking partners. For how your receipts are taxed or reported, ask your CA, since the regulatory status of the platform does not answer that.

What are Payoneer charges for withdrawing to an Indian bank account?

Payoneer's global pricing page lists withdrawal to a bank at 1.2 percent to 4 percent, with a minimum fee of up to $20 in some countries. It does not list one figure for India, and it says fees vary by sender, recipient and country. Payoneer's India guide says the withdrawal fee depends on region and volume. The exact fee for your account is shown before you confirm a withdrawal. On percentage alone, the published range works out to $12 to $40 on $1,000, and the page also lists a minimum fee of up to $20 in some countries. Any gap between the rate shown and the mid-market rate comes on top, so compare that rate yourself each time.

How long does Payoneer take to transfer money to an Indian bank?

Payoneer's India guide says funds go to an Indian bank account or an EEFC account typically within 24 hours. Treat that as a best case. Timing depends on your bank, on any checks around the payment, and on whether the paperwork is in order, so allow longer when you plan around a deadline. A purpose-code mismatch can also delay FIRA issuance, which is a separate step from the money arriving. If a withdrawal looks stuck, check the status inside your Payoneer account first, then contact Payoneer support, and ask your bank if the money has left Payoneer but not reached you.

Does Payoneer give a FIRA, and which purpose code should I use?

Payoneer says it issues a FIRA automatically for each inward remittance, working with its Authorised Dealer banking partners, and that a purpose-code mismatch can delay it. Use the code that matches what the invoice describes. P0802 fits software consultancy and implementation with no SOFTEX filing, and P0807 fits software exports under SOFTEX (STPI or SEZ). A software subscription sits in a grey area, so confirm its code with your CA before you invoice, then check that the code on the FIRA matches the invoice. FIRA and FIRC are different documents, so read the FIRC versus FIRA guide if you need either.

Do I need to pay an annual fee or keep a minimum balance on Payoneer?

Payoneer's pricing page lists a $29.95 annual fee that applies only if the account receives under $6,000 in any 12 consecutive months. So the fee depends on how much comes in, not on the balance you hold. The fee rule on the page is about money received, and it names no balance requirement. Receiving into a local-currency receiving account is listed as free, while a non-local-currency receiving account costs 1 percent with a minimum of $1. If your income from foreign clients is small or irregular, work out which side of the $6,000 line you sit on, and read the Fees section of your account for the live terms.
